It looks like it is worth trying. I am still pondering tactics to strip the AT out of the new moto strelk lists. I think that is the trick to killing them. if you kill their treads then the infantry become helpless. The normal strelk blob is alot stronger because it packs ft and pioneers, and tankovy is stronger due to the sheer mass of tanks. The list realy isnt that differant from the Moto Strelk I had to play at nats and I broke that company because his infantry had no TA at all to handle a Tiger. This list is double the tubes but they are alot softer. The old list had 10 tubes 5 of them on FA 9 hulls.

Do I understand something right? I know how hen and chicks work, move can't shoot. But if I am attacking, I can move the decoy platoon and all 10 tanks up 16 inches and as long as I am undetected I get the first turn and don't move any more I can take 20 AT 12 shoots at the enemy before they get to do anything. And if they deployed on the board first I should be set up to make all my shots count, like removing a tiger platoon from the game!

Not exactly, Hen & Chicks states that if you move over 6 inches you can not shoot.
Forward detachment states you may move one unit that begins within command distance of the Spetsnaz or Decoy tank platoon 16 inches forward during the recon move phase before the game begins. All Rules for terrain affect this movement. If you end that move within 8 inches and concealed or 16inches and not concealed of an enemy team your automatically seen and he gets the first turn. If your outside of LOS or outside the distance limits you roll the dice.
So basically if you can get within 16 inches, LOS, and be concealed then yup you may get 20 shots at AT 12 at a target needing 5s or 6s to hit. In reality a smart German will deploy spotters and other disposable teams to picket you in such a way that your stuck over 16 inches from him and firing at 7s. He could also deploy the units into area terrain and force you within 6 inches and LOS to take the first turn from you. As the defender those Tigers etc will also be hidden in ambush a good bit or deployed as the last unit of a 8 platoon force. Against a Tiger Kompanie you will most likely see a zug or two of them deployed but he still gets to use terrain to hide. As with most special rules don't count on it because your likely to be let down hard. This rule is much better when trying to assault infantry than trying to gun down German armor.
